Sourced figures: prices in the table carry their source and check month. Fees change, and they are official or third-party figures, not our offers.

Working out what a film permit in Bali costs starts with a conflict: Regulation 48/2018 says applying for the Location Use Permit carries no charge, while Hoodlum, a production company, quotes permit fees. Visas, the tourist levy, site charges and park charges are separate items. The price table on this page lists each published figure with its source.

What does a film permit in Bali cost?

No honest single number exists, because the money goes to different parties under different rules. Budget it as four separate groups, and keep each figure next to its source. Adding an embassy's rule to an agency's quote and a tour operator's listing produces a total that nobody has actually offered.

Read the price table on this page as evidence and not as a quote. None of the agency figures is an offer from the desk, and the same applies to any operator named below. The film permit Bali application is only one of these lines.

Is the permit application itself free?

On the regulation's wording, yes. Article 11 of Regulation 48/2018 says applying for the Location Use Permit carries no charge. Hoodlum, a production company, quotes Indonesian permit fees in a stated range, and that figure sits in the price table beside the regulation so you can compare the two.

The two statements conflict. Hoodlum's statement does not explain whether its figure reaches a government account or pays for handling, and we know of no current ministry fee list. The route itself is on how to get a film permit in Bali and the documents on film permit requirements in Indonesia. Before you budget, ask whoever handles your application:

  • Is this a government charge or a service fee?
  • Which regulation sets it?
  • Will you receive an official receipt for the government part?

Paying a company to prepare a free application is an ordinary commercial arrangement. Ask for the two amounts to be shown separately.

Which government fees apply to crew?

Visa costs scale with headcount, so they are often the easiest line to calculate. The immigration page for the C14 visa lists a visa fee and a verification fee, which together make the per-person figure in the table. The D14 multiple-entry visa is priced by validity, with separate one-year and two-year figures and verification included. Multiply the right row by the number of foreign crew who need a visa, and confirm the index with your mission first, because the visa guide explains a disagreement over which one applies.

Bali then adds its levy. Love Bali's FAQ describes it as a charge per person for foreign tourists, paid once while travelling, cashless, with a QR voucher. The Love Bali guidelines link it to protecting culture and the environment. Listed exemptions cover diplomatic and official visas, transport crew, KITAS and KITAP holders, family visas and golden visas. C14 and D14 are not named in that list, so do not assume a film visa exempts you, and ask if the line matters to your budget. Bali's governor said in April 2025 that tourists who fail to pay will be denied access to attractions, which is a practical reason to keep the voucher where the location team can find it.

The filming visa guide covers which crew member needs which visa, and the C14 visa page covers the sponsor. This page only deals with what the listed fees are.

What do sites and parks charge?

This is the least standard part of the budget. TDR Films, an operator, says temples, beaches and some villages bill their own location fees on top of the national paperwork. Fees for Ubud locations, villas and many beaches do not appear in any official list we know of, so a quote from the manager or owner is the only firm figure you will get.

Three published reference points help, each with a limit:

  • Jatiluwih. A tour operator, Water Sport by Wira Tour Bali, prices five uses: filming with an international narrator, pre-wedding photography, drone flying, commercial photography and advertising video. That is a third party's listing and not the manager's rate card, so confirm with DTW Jatiluwih. The Jatiluwih filming guide has more.
  • West Bali National Park. The park page says every visitor and vehicle pays an entry levy and names a separate film and video category, but it shows no amount. See the West Bali film permit guide.
  • The national conservation table. A Sulawesi conservation office publishes commercial image-making charges counted by package and location, at one rate for foreign nationals and another for Indonesians, plus a drone charge for each unit and day. These rows are a national table published by another province's office and should not be read as confirmed West Bali rates.

The way these charges are counted can move a budget more than the rate itself. A per-location charge rewards a tighter location list, and a per-day drone charge rewards a compressed flying schedule. The approvals behind that line are on commercial drone filming in Bali and drone rules in Bali. The location permits guide explains who to approach at each kind of site.

What do agents and fixers quote?

Companies publish different numbers for different bundles, so like-for-like comparison takes some care. Check any company first, as the guide to the film fixer in Bali explains. Hoodlum gives figures for permits, crew visas and drone permits. Atlas Film Fixers estimates crew visas per person in a range, along with carnet costs that it says depend on the carnet and the equipment value. Bali Visa Advisor, an agency, lists C14 handling at regular and express rates with agent and government fees together.

Those lines are not interchangeable. One company's crew visa number can include handling that another leaves out, and the official immigration figure is a different thing again. Set them side by side only after asking each provider what the price contains, which visa index it assumes, and whether an express rate depends on anything outside its control. The range in Hoodlum's or Atlas's quote also belongs to that company, and it should not be blended with anyone else's to make a market average.

Published agency prices are also dated information. Each row in the table carries the month it was checked, so treat an older row as a prompt to ask again.

Are there rebates?

The only statements we know of come from operators, and they say no. Atlas Film Fixers says Bali has no formal nationwide cash rebate programme. NEEDaFIXER says Indonesia offers no cash rebate or tax credit for foreign productions as of 2026, while co-productions may access state match funding. Neither is an official statement, so ask your mission.

The nearest official remark is modest. The Embassy in Canberra says financial or promotional support may be explored through private-sector partnerships. That leaves room for a conversation with a sponsor or partner, and it creates no entitlement. If a rebate would decide whether your project goes ahead, get the answer from the ministry in writing before you commit the budget.

What do producers ask about permit fees?

How much is a C14 visa?

The immigration page lists a visa fee plus a verification fee per person, and the combined figure is in the price table on this page. Agency handling, where you use it, is a separate commercial charge.

Does Indonesia have film rebates?

Atlas Film Fixers and NEEDaFIXER both say there is no cash rebate for foreign productions, and NEEDaFIXER adds that co-productions may access state match funding. Those are operator statements, so confirm with the ministry if a rebate would affect your decision.

How much is a film permit in Bali?

Regulation 48/2018 states no charge for the application, while Hoodlum quotes permit fees. Both appear in the price table on this page. Ask your local partner which charges are governmental and which are service fees.

How much is the Bali levy for crews?

The levy is a per-person charge, shown in the price table on this page. Love Bali's exemption list does not name C14 or D14, so check whether your crew's visa changes anything before you assume it does.

Is the film permit free in Indonesia?

The application is, according to Article 11 of Regulation 48/2018. That does not make the whole process free, because visas, location charges and any company you pay to handle the work all sit outside that article.

Which published prices did we check?

Official fees and public third-party listings, each with its source and the month we checked it. These are not our prices or offers. Fees change and sources disagree, so check the source before you rely on a figure.

How do I reach the desk?

To ask about a budget line, send the desk your crew count, nationalities, locations and shoot days on WhatsApp +62 811-3941-4563 or at bd@juaraholding.com. If anything turns into a paid service, the price, any fee and the contracting company are set out in a written offer first. Requests can turn into paid work, so we have a commercial interest, which the disclaimer explains.
