Content creator rules in Bali come mainly from visa conditions. Press reports say posting for revenue, payment or sponsorship on a tourist visa breaches those conditions, even when you publish after leaving. A proposed C5A creator visa is listed by immigration with no data as of November 2026. Conduct rules at sacred sites apply separately.

What are the content creator rules in Bali?

Vloggers and influencers run into three separate sets of rules, and they come from different places with different weight. The table separates official documents from press reports, because the most quoted statements on paid posts are reported rather than taken from a regulation.

Does posting for money break a tourist visa?

According to the New York Post in July 2026, a tourist visa does not allow content posted for revenue, payment or sponsorship, and leaving Indonesia before the post goes up does not change that. That report paraphrases Australian and Indonesian advisories and is not itself a legal text. It also quotes Smartraveller, Australia's travel advice service, saying it is illegal to work, conduct research or volunteer on a tourist visa.

The provincial text points the same way. Governor Circular 7 of 2025 tells tourists not to work or run a business without the right permits. It does not define whether a sponsored reel counts as work, so the circular supports the general direction without settling each case.

Taken at their plain wording, those statements reach further than many creators assume:

  • A monetised YouTube channel earns revenue, so the report's wording covers a Bali video placed on it.
  • A paid brand post is covered by the word sponsorship.
  • Publishing from home later does not help, on the report's account.

Other cases are less clear. Gifted stays and affiliate links are not addressed by name in any text we know of, and neither is a purely personal clip posted with no income attached. Do not read that silence as permission, and do not read it as a ban. Questions of this kind belong with immigration or a qualified adviser, and the tourist visa filming guide looks at them from the camera side.

Is the C5A creator visa live?

As of November 2026 the sources conflict, and no terms can responsibly be stated. The immigration visa list lists a C5A Content Creator Visit Visa, yet its page reads "Data Belum Tersedia", meaning data is not yet available. An August 2026 TTG Asia article, quoting an immigration official on the plan, described the visa as proposed and not yet in effect. Several agencies sell it or describe it as live.

An official page without data and a trade report calling it a plan outweigh an agency's sales page, at least until immigration publishes terms. Status can change quickly, so open the official entry on the day you are deciding rather than trusting this paragraph or any other summary. If an agency offers C5A, ask it to show where immigration has published the terms and fee.

The same TTG Asia article ties C5 to recognised media organisations, listing news work, documentaries, interviews and events. That wording is tied to media organisations, so it does not obviously fit a solo creator. The filming visa guide sets out the visa indexes for productions. This page makes no recommendation on which route a creator should take.

Who is enforcing this?

Reports point to immigration officers and police, with attention on social media and on busy visitor areas. The New York Post, citing Bali Info, describes an immigration task force in Bali, Dharma Dewata, that watches social media and patrols busy spots in Canggu and Ubud. The BBC reported in September 2025 that police went out to popular areas to check that visitors were following behaviour guidelines.

One case shows how the visa issue has been applied. A December 2025 BBC report covers a content creator deported for working on a tourist visa, which it describes as an immigration violation, following a raid on a Bali production studio. She was cleared of breaking anti-pornography law. In the same report, Badung police said they suspected foreign nationals in the case of misusing stay permits for commercial content work.

On consequences, the New York Post lists penalties running from fines and deportation to lifetime entry bans. It does not tell you which outcome applies to which conduct.

What about filming at sacred sites?

This is a conduct question, and it applies whatever visa you hold. Circular 7 of 2025 forbids climbing sacred trees or monuments, and its wording reaches inappropriate or nude photos at religious sites. The Love Bali guidelines tell visitors to avoid inappropriate photos and disrespectful behaviour in sacred areas.

Viral posts have already led to action. The BBC reported in March 2023 that a Russian man faced deportation and a bar of at least six months after a naked photo on Mount Agung spread online. That was a conduct case and not a filming permit case, and it is relevant here for a narrower reason: the post itself brought the matter to attention. Practical guidance on access and ceremony is in the temple filming guide.

What should a creator check before travel?

  1. Write down exactly how this trip earns money, including ad revenue, sponsors, affiliate income and gifted travel.
  2. Read the visa conditions for the visa you actually hold, from immigration and not a reseller.
  3. Open the C5A entry on the immigration list again shortly before you book.
  4. Read your own government's travel advice for Indonesia.
  5. List the temples and heritage sites you plan to film, and ask each manager about cameras.
  6. If a drone is involved, treat it as a separate question from the visa and read the commercial drone filming guide.
  7. If a company is paying for a crew, read the film permit Bali overview and film permit requirements in Indonesia, because the regulation names companies.

What do vloggers and influencers ask about Bali?

Can foreigners vlog in Bali legally?

The press reports focus on earning from content on a tourist visa, and they do not say that an unpaid clip is fine. Check your own visa conditions with immigration.

Can I vlog in Bali on a tourist visa?

If the vlog earns revenue, payment or sponsorship, the New York Post report says that breaches tourist visa conditions, even if you publish after leaving. That report does not address a personal clip with no income.

Can I use a drone for YouTube in Bali?

That raises two separate questions. Income from the video brings in the visa issue above, and the flight itself falls under national aviation rules. Read the commercial drone guide on this site before packing one.

Do YouTube crews need a permit in Bali?

The national film permit names foreign film companies, news organisations and broadcasters, so a crew working for one of them should read it. The film permit requirements guide on this site covers who is named.

Are influencers allowed to film in Bali?

We know of no text that bans influencers as a group. The limits come from visa conditions on paid work and from conduct rules at sacred sites. Tanah Lot asks commercial uses to report to its management, so ask each manager first.

How do I reach the desk?

If you are planning paid work in Bali and want a question answered, tell the desk who is paying, what you will publish and where you will shoot. Use WhatsApp at +62 811-3941-4563 or bd@juaraholding.com. The desk is not an immigration adviser and cannot confirm a visa outcome. Because a request can end in a paid booking, we have a commercial interest. A written offer names any fee and the contracting company before you agree, and the disclaimer has more.
